Enrollment has dropped by a whopping 20% in the last four years.

The University of Montana enrollment decline is more drastic than originally thought, down 6.5 percent from last year, not 4.3 as they previously reported.
Last fall the University had just under 14,000 students, this semester, they've barely topped 13,000.
UM spokeswoman Peggy Kuhr says they started a new way of counting enrollment last year, which accounts for students who pay their tuition late. This led to a fall semester projection that did not reflect the actual enrollment number.
Kuhr says the decline will cause a $3 million loss in revenue for the school, but is not concerned about layoffs or any drastic cost cutting moves.
She says several factors contribute to the drop in students.
"When we look at students coming here and who want to come here, we want to make sure that we have the mix of programs that they're interested in," Kuhr said. "And we know right now engineering is very popular nationally, and that is not a program we offer, and so we see that ebb and flow as it happens over the years."
Enrollment has been on the decline since 2012.
In 2011, almost 16,000 students attended UM. That number dropped to just under 15,000 in 2012 and now sits under 14,000.
Kuhr says students who don't pay tuition by the semester deadline can take advantage of programs through the University to help them out. These students are not counted towards enrollment numbers until they are fully paid.

I didn't have time to read the order initially. But I read the last page to learn that Judge James A. Haynes dismissed the three felony charges that could have had me spend six years in the Montana State Prison in "beautiful" Deer Lodge Montana, just North, South, East, and West of the Montana boonies. The town does, however, have the World's Largest Railroad Spike proudly displayed "downtown.
There were five charges. In Montana, your first two protective order "crimes" are misdemeanors. You have to be convicted. I wasn't, but the Persecutor charged two misdemeanors and three felonies. Not legal or nice. But what's relevant now is that I am down to two misdemeanors. This means I WON'T GO TO PRISON! The maximum penalty for each misdemeanor is six months in the Missoula County Detention Center and $500 fine. I don't plan to be found guilty of anything since I didn't commit any crimes, but I have already spent 134 days in the slammer, so eight month would be the max. And I can't imagine serving another day. That said, the Missoula County Detention Center is quite nice. The food is excellent. Their mattresses actually have padding in them. The cells are nice, and the cell doors are open to the common area virtually the entire day. It was by far the best of my three jails.
Judge James A Haynes dismissed the charges for the alleged Tweet. (Aw shucks, I can no longer hold the title of The World's Most Notorious Tweeter.") And he dismissed the two charges where Sean Boushie's name was published online in two legal documents.
He got a lot of the facts wrong and ignored the excellent law that I presented. So, don't take pages 2, 3, 4, 5, 6, and 7 at face value.
The charges that could still be dismissed are the email of a required legal filing to the University of Montana attorney and not giving Sean Boushie my TV show website. From reading his order, I think these charges will be dismissed as well.
On the email charge, Judge James A. Haynes wrote that the "TOP contains no prohibition from emailing documents to an attorney at the University of Montana about a matter in litigation. ... Frankly, the Court is having trouble connecting the allegations in Count V to anything related to protecting Sean Boushie. Moreover, the blanket reference to "U of M Staff" appears overly broad."
On the website charge, Judge James A. Haynes wrote: "The District Court... expresses concern that Windsor (or the website's legal owner) has or may have a property interest in this site.... The 'release the website' condition may have been inartfully considered as it does nothing to prevent Windsor's ongoing ..use of the several other websites and Facebook accounts listed by Sean Boushie to which Windsor has online access. Finally, Windsor appears to have the defenses that this condition is overly broad since Boushie never sought "release" in his application for order of protection...."
Judge James A. Haynes claims the TEMPORARY Order of Protection ("TOP") was valid for 546 days. No way, but that's what he says on the last page of the order.
I am very happy to say this is a big deal. What has just happened is that a lowly pro se defendant charged with three felonies facing six years in prison has won against a hotshot county prosecuting attorney. Things like this just don't happen -- to me or to many people. Judge James A. Haynes obviously did the right thing on three of the charges, and I hope he will do the right thing on the other two.
I had a feeling the order was coming because after hearing nothing from her for weeks, I got an email yesterday from Jennifer Clark, the prosecutor, saying she was sending some documents that I had been requesting. That told me that there was likely an order coming and that she knew at least one of the charges was still pending.
And if the other two charges aren't dismissed, I will get to try the case in front of a jury on January 4, 2016. That is an experience that I will enjoy immensely."

RE: Montana Law students caught prosecuting unsupervised summer 2015: Cascade County Montana

When a Montana Law student prosecutes unsupervised in violation of the Montana Student Practice rule (unsupervised prior to JD or Bar passage) that is known as felony impersonation of a public official.
In 2012 the Chief Counsel for University of Montana David Aronofsky told me in a phone conversation that third year or 3L students continue to practice in this manner (unsupervised and in criminal act). He left shortly thereafter.
As you may know, in 2007 I was also prosecuted by law student Angela Wetzsteon ('08) of your fine Blewitt law school on August 8, 2007 prior to completing her JD or Bar License on 10/9/2008 [available: www.angelawetzsteon.blogspot.com]
The Montana Student Practice Rule states that a supervisor is "personally and professionally liable" for the actions of the two (2) Montana law students committing felonies (also perjury due to false identity as "state prosecutor") in Cascade County Montana this summer. How is your school going to discipline these students coming back this fall to the Blewitt law school, because committing felonies prior to finishing law school counts as blowing it in my book.(?)
I will leave you with my report from 2008 calling for your school accreditation bodies (American Association of Law Schools, (AALS); American Bar Association, (ABA)) to take disciplinary action. Three hundred (300) people have read it online.
As I have mentioned unlawful student practice to the Montana Law school via former Dean Irma Russell, Ed Eck, The American Bar, the AALS and taken the matter to appeal en banc with the 9th Circuit, this means that you, your Blewitt School, President Engstrom, and others are negligent because you knew or should have know that unlawful student practice would continue. Actually Jeff, you are criminally negligent due to this involving the failure to supervise law students who are continuously committing felony crimes. Crimes that are not victim-less.
For those reasons, I require your resignation for failure to stop criminal activity on UM Law's Blewitt campus. These crimes will stop, and I am lawfully watching how all parties involved are doing nothing but allowing the student unlawful practice (while unsupervised) to continue.

So why is there NO FEDERAL INVESTIGATION? Oh ya what happens in Montana Corruption stays in Montana. We don't want the whole world knowing how CORRUPT Montana really is. We like to keep it among CORRUPT Montana County Attorneys, Detectives, Judges and our beloved Corrupt Montana Supreme Court.
OOPS, However, it was FEDERAL to begin with, RIGHT? I mean Bill Windsor was never a Montana Resident so why was the DOJ, The FBI, the FEDS not involved immediately? That is if thes case is LEGIT. When a case involves people in different states, it is diversity, it is Federal. It is across state lines. Montana trying to keep this all quiet, well that is certainly not legal and will all be in my DOJ complaint coming soon.
SO YA it is and SHOULD BE Federal Jennifer, perhaps some law review is necessary for ya. No time now but perhaps I will put those laws in a future post for ya.

So if Jennifer Clark actually "spoke" to the U.S attorneys office, did she tell them what Chris Shermer has done in taking a factually inaccurate report and jailing a man over it? Did she tell them about Crystal Cox and my true and correct chronology of events, crimes? And that Bill Windsor was reporting on me and Michael Spreadbury who were then Montana Citizens reporting FACTUALLY ACCURATE on Montana Corruption?
Did Jennifer Clark tell the U.S. Attorney that Missoula County DOES NOT take rape or stalking serious and flat out lied to the DOJ?
Did Jennifer Clark tell the U.S. Attorney that Detective Chris Shermer took a FALSE REPORT, did no investigation and yet took it as fact and jailed an innocent reporter with NO First Amendment Adjudication, No Civil Rights or Due Process, and no concern of the Shield Laws in which protect reports such as Bill Windsor?
Did Jennifer Clark tell the U.S. Attorney what the University of Montana did to Crystal Cox and to Michael Spreadbury in this same exact pattern of using an unconstitutional protective order to suppress our Free Speech Rights? That there is criminal RICO complaints here as there is CLEAR pattern and history in all this?
Did Jennifer Clark tell the U.S. Attorney that Sean Boushie threatened to kill Crystal Cox and the Bill Windsor reported on it, and Sean Boushie threatened Windsor year after year?
Did Jennifer Clark tell the U.S. Attorney that Sean Boushie harassed other film producers that Crystal Cox interviewed about corruption in Hamilton and Missoula Montana as well as Lincoln County Montana. Or that she has seen the sworn affidavit below on all this:
Did Jennifer Clark tell the U.S. Attorney how bad the corruption is that Bill is exposing or is she simply hell bent on prosecuting a man for allegedly tweeting the name of a man who harassed him for years, ruined his life and business, and put him in constant danger?
Did Jennifer Clark tell the U.S. Attorney anything at all that would actually bring criminals to justice or make the world a better place for any of us?
Did Jennifer Clark show the U.S attorney every case filing, exhibits and proof? Such as this
Did Jennifer Clark tell the U.S. attorney anything about Bill's complaint against Sean Boushie and the University of Montana which is actually FACTUAL?
Bill Windsor and the rest of us citizens deserve transparency. All information needs to be in writing and filed in a court of law. And not used to bully litigants into hiding corruption.
